Tab Order

I'm trying to find a way to change the tab order - which field the cursor goes to after pressing tab.

Currently pressing the tab key lands the cursor all over the place, from top, to bottom to middle, etc, no real order. This make filling in a long form
very frustrating, you have to click in each record to start typing.

I search through some database sites and manuals, but couldn't really find anything that I could understand.
