Add 'Moderators' Groups

Hi Ahmad,its good update,now i wanna suggest to make a group like 'moderator',he can access admin area,add group and member and edit permissions
but he can't access utilities tab,he can add group or member with 'moderator' authority but of course he can't create group or member with 'Admins' authority

Like 'Admins' group,i suggests a 'Moderators' Group,
whats 'Moderators' authority :
1.Add Groups
2.Add Members
3.Setup Permissions
4.Access Admin Area

what 'Moderators' does't have authority:
1.access utilities Tab
2.Create members or Groups with the 'Admins' authority
