batch change owner or delete records

Hello everybody
I wanted to know if it is possible to set a "batch action" in the "more" menu to allow non-admins users belonging to a specific group to change the owner of one or more records.
I also ask if it is possible to do the same thing with the "delete" function, giving some groups the possibility of mass deleting the selected records through a batch function.
