reinstall on new linux server

I had to reinstall my Ubuntu server and had some problems getting it all to work. Have server working and I even got part of my app working but did not get my database installed properly.
The initial problem was with my permissions on my servers directories. I think I have that ok now, but the app will not install again after deleting the initial install of the admin database
any suggestions ?
