User - Profile limited access

Hello to you all. I have been away for before the Covid Saga. I am now back with a new project. Without going into details, I would like to create a table with a form that a logged user (valid username and password) can access in the following manner. A user can create and or edit only one record (his profile). This user cannot access any other records from this table except his own record. He can review his profile any time.
Obviously, I have no idea if this is possible with AppGini. My question is can it be done? If do, is it relatively easy or does it need lots of customization (PHP) coding?
