Often return 503 for pageAssignOwners

Often return 503 for pageAssignOwners

I have problem with pageAssignOwners.php where I often get error 503. I have the website hosted in the cloud via docker container.
Regardless of the number of records to assign owners, most of the time if fails as 503. I do observe the cpu of the machines max up to 100%.

I wonder why it would max up the cpu, where has goes wrong?
