DateTime bug?

How to replicate:
Make a field with DateTime (without seconds)
user cannot insert, but can view and edit own records
The Bug:
clicking the calendar icon nothing happens.
If you allow INSERT, it will work
(for now, since I need it, I will allow insert, and return false to prevent insert)
