Admin panel disapeared and is downgrade posible

Hi, I do log in as admin, but the button to let you go into admin panels to add users groups and such is not appearing anymore.
This didnt happen with previous version, it is posible to downgrade?

Well is not the pannel dissapeared, but the button that take you or enable it...

HI,
can you post a screenshot on what you mean.
Is it a native app, or do you have custom code applied? If custom code, did you check that there is no interference?
