HI,

When logged in, the DV view has borders.
But when viewing as a guest, no borders.

Can anyone help me to add borders to DV when a guest.

These are borders of the input fields. In anonymous mode, visitors have no edit permissions, and thus don't see input fields. Instead they just see the read-only values of the fields. If you want to allow anonymous users to edit the record, you can change anonymous permissions in the admin area.
